Sacramento, California - Governor Arnold Schwarzenegger today announced the following appointments:
 
Michael Balaoing, 39, of Los Angeles, has been appointed to the CaliforniaVolunteers Commission. He has served on the commission since 2000. Balaoing has worked for the Entertainment Industry Foundation since 2002, where he currently serves as senior vice president.
He previously served as program director for the California Wellness Foundation from 1996 to 2002. Balaoing is chair of the board for the Liberty Hill Foundation.  He also serves as board secretary for the Council on Foundations and the Ayala Foundation USA. This position does not require Senate confirmation and there is no salary. Balaoing is a Democrat.
 
Peter Carey, 59, of Visalia, has been appointed to the California Housing Finance Agency Board of Directors. Since 1990, he has served as president and chief executive officer of Self Help Enterprises. Carey is a member of the National Rural Self Help Housing Association, National Rural Housing Coalition and the California Coalition for Rural Housing. He is also a member of the Tulare-Kings Building Industry Association, Visalia Chamber of Commerce and the Tulare-Kings Hispanic Chamber of Commerce. This position requires Senate confirmation and the compensation is $100 per diem. Carey is a Democrat.
 
Linda Childress, 62, of Riverside, has been appointed to the Curriculum Development and Supplemental Materials Commission. She has worked for the Riverside County Office of Education in various positions since 1987 and currently serves as director of the teacher support center.  Childress previously was a coordinator for New Teacher Support from 1991 to 1995 and for the California New Teach Project from 1989 to 1991. Prior to that, she was a training coordinator for the Riverside Administrator Training Center from 1987 to 1989. From 1985 to 1987, Childress was an administrator for the Riverside Unified School District. She is a member of the Junior League of Riverside and the National Charity League. This position does not require Senate confirmation and there is no salary. Childress is a Democrat.
 
Vickie Contreras, 47, of Merced, has been appointed regional administrator for the Department of Child Support Services. Since 1992, she has worked for the Merced County Child Support Services (MCCSS) and currently holds the position of assistant director for child support services. Contreras previously was project manager from 1998 to 2002, supervisor and analyst from 1996 to 1997, technical specialist from 1995 to 1996 and family support officer from 1992 to 1995 at MCCSS. This position does not require Senate confirmation and the compensation is $94,224. Contreras is a Republican.
 
Robert Courtnier, 56, of Elk Grove, has been appointed director of project construction and management for the Department of Corrections and Rehabilitation.  He most recently served as chief of the project management branch for the Department of General Services (DGS) from 2006 to 2007. Previously, Courtnier was chief of the construction services branch of DGS from 1997 to 2006. He also worked in various capacities with a focus in construction services at DGS from 1986 to 1997. Prior to that, Courtnier served as a compliance officer for the Office of Statewide Health Planning and Development from 1990 to 1991 and assistant fire chief for the Sloughhouse Fire Protection District from 1978 to 1990. This position does not require Senate confirmation and the compensation is $150,000. Courtnier is a Democrat.
 
Darlene Dawson, 59, of Antioch, has been appointed to the Delta Protection Commission. She has served in numerous capacities for the Sportsmen Yacht Club since 1976 including commodore and vice commodore. Dawson previously served as a sales associate for Sears Roebuck and Company from 1966 to 1976. She is a member of Save the Bay, the San Francisco Academy of Science, the Recreational Boaters of California and the Striped Bass Association. This position does not require Senate confirmation and there is no salary. Dawson is registered decline-to-state.
 
Luis R. Farias, 32, of Folsom, has been appointed deputy director of communications for the Department of Consumer Affairs. Most recently, he served as interim communications director for the State and Consumer Services Agency, where he has served as a public affairs officer since 2005. Farias previously served as legislative assistant and press secretary to Assemblymember Bonnie Garcia in 2005 and as Spanish media consultant to the Assembly Republican Caucus from 2001 to 2005. He began his career as a deputy press attache at the French Consulate. Farias' experience also includes work with the Latino Business Association Expo and the National Association of Latino Elected and Appointed Officials Educational Fund. This position does not require Senate confirmation and the compensation is $80,000. Farias is a Republican.
 
Amanda Fulkerson, 28, of Sacramento, has been appointed deputy secretary of communications for the State and Consumer Services Agency. Since March 2007, she has served as associate deputy director of communications for the Office of Governor Schwarzenegger. Fulkerson previously was press secretary for Governor Schwarzenegger's 2007 Inaugural Committee and regional press secretary for Californians for Schwarzenegger 2006. From 2005 to 2006, she was a junior associate for the public affairs firm APCO Worldwide. Prior to that, Fulkerson was a public affairs assistant for the Department of Water Resources from 2004 to 2005. This position does not require Senate confirmation and the compensation is $91,932.  Fulkerson is a Republican.
 
Joan Hancock, 55, of Sacramento, has been appointed to the Contractors State License Board. Since 1983, she has owned Her Land Enterprises, a general contracting firm. Hancock previously co-owned Hancock & Colyer Construction from 1977 to 1983. Prior to that, she served as a law clerk for the Sacramento County Public Defender's Office from 1980 to 1982.  Hancock is a member of the Sacramento Mediation Center. This position requires Senate confirmation and the compensation is $100 per diem. Hancock is a Democrat.
 
Jeff Hart, 58, of Walnut Grove, has been appointed to the Delta Protection Commission. He has served as president of Hart Restoration since 1997, which provides habitat restoration for the Delta and Central Valley.  Previously, Hart was a private contractor from 1987 to 1997, conducting flood surveys, wildlife restoration and management plans for numerous state and local entities. He has also served as a teaching fellow for Harvard University, the University of Montana and the University of California, Davis.  This position does not require Senate confirmation and there is no salary. Hart is registered decline-to-state.
 
Douglas Hatch, M.D., 56, of Brewster, MA, has been appointed chief of the Division of Communicable Disease Control. Throughout 2007, he has served as a consultant for the Centers for Disease Control (CDC) in Atlanta. Hatch previously held the position of medical epidemiologist from 2006 to January 2007 at CDC and was CDC resident advisor for the Field Epidemiology Training Program in Brazil from 2000 to 2006. From 1993 to 2000, he was the CDC resident advisor for the Field Epidemiology Training Program in Egypt for the Ministry of Health. Hatch also served as medical epidemiologist for the Division of International Health at CDC from 1988 to 1992. Prior to joining CDC, he was preventive medicine resident for the Environmental Epidemiology and Toxicology branch at the California State Health Department in Berkeley from 1988 to 1990 and an epidemic intelligence officer for the International Health Program Office from 1987 to 1989. This position does not require Senate confirmation and the compensation is $160,000. Hatch is a Democrat.
 
Kathleen Lowrance, 53, of Redding, has been appointed to the State Rehabilitation Council. She has served on the council since 2003. Lowrance has served as director of the Rowell Family Empowerment Center since 2002. She previously served as a disabilities specialist at Shasta Head Start from 1986 to 2002. Lowrance is a member of the Council of Exceptional Children. This position does not require Senate confirmation and there is no salary. Lowrance is registered decline-to-state.
 
Amber Luiz, 26, of Elk Grove, has been appointed assistant director for the Employment Training Panel.  Since 2006, she has served as chief deputy director for scheduling in the Office of Governor Schwarzenegger. Luiz previously was a constituent affairs representative for the Office of Governor Schwarzenegger in 2006.  From 2004 to 2005, she worked for the Granite Bay Golf Club, where she held the positions of accounting assistant and assistant member relations director. This position does not require Senate confirmation and the compensation is $53,760. Luiz is registered decline-to-state.
 
Kenneth Martinet, 66, of Glendale, has been appointed to the CaliforniaVolunteers Commission. He has served on the commission since 2000. Martinet has worked for Catholic Big Brothers Big Sisters since 1995, where he currently serves as president and chief executive officer. In this position, he serves over 2,000 youth and volunteers of all beliefs along with various local agencies in the development of volunteer services. From 1990 to 1995, Martinet served as president of Franciscan Communications. He is past chair for the California Coalition of Big Brothers Big Sisters and Justice & Peace Commission of the Archdiocese. This position does not require Senate confirmation and there is no salary. Martinet is a Republican.
 
Joseph Mitchell, 60, of Rialto, has been appointed to the State Rehabilitation Council (SRC). He has served on the council since 2003 and currently holds the position of vice chair.  Additionally, Mitchell is a member of the SRC Executive/Planning Committee. Since 1995, he has served as chief executive officer for the non-profit community based organization that provides vocational training and employment opportunities for people with disabilities, Industrial Support Systems. Before retiring from the U.S. Air Force, Mitchell served from 1966 to 1991. This position does not require Senate confirmation and there is no salary. Mitchell is registered decline-to-state.
 
Linda Ng, 57, of Sacramento, has been appointed to the Fair Employment and Housing Commission. Since March 2007, she has served as chief of the Safe Drinking Water Office at the Department of Water Resources. Previously, Ng served as a loan officer at the Department of Housing and Community Development from 2004 to 2007 and associate management auditor at the Department of Consumer Affairs from 2003 to 2004. She served as a small business development center contract manager for the California Technology, Trade and Commerce Agency (TTCA) from 2002 to 2003. From 1998 to 2002, Ng served as program manager for the TTCA, formerly the California Trade and Commerce Agency.  Prior to that, she was the assistant manager/customer relations officer for United Commercial Bank from 1997 to 1998. This position requires Senate confirmation and compensation is $100 per diem. Ng is a Republican.
 
Patricia O'Sullivan, 48, of San Jose, has been appointed to the State Rehabilitation Council (SRC). She has served on the council since 2002 and is also a member of the SRC Executive/Planning Committee. O'Sullivan has served as the global disability program manager for Agilent Technologies since 2000, where she is responsible for accessibility and accommodation programs for 19,000 employees worldwide. She is a member of the Governor's Committee for Employment of People with Disabilities.  This position does not require Senate confirmation and there is no salary. O'Sullivan is a Democrat.
 
Gayle Pacheco, 55, of Walnut, has been appointed to the State Rehabilitation Council. She has served on the council since 2006. Pacheco is the president of Western Hardware Company and partner in the Law Offices of Pacheco & Pacheco. She has also served on the Workforce Investment Board since 2004. Pacheco is a member of the Association of Women Business Owners, National Association of Female Executives and the Governor's Committee on Employment of People with Disabilities. She also serves as president of the Four Corners Chapter of the California Women's Leadership Association. This position does not require Senate confirmation and there is no salary. Pacheco is a Republican.
 
David Rowan, 60, of Paso Robles, has been appointed chief deputy director for the Department of Industrial Relations (DIR). Since 2006, he has served as chief of the division of apprenticeship standards in DIR. Previously, Rowan served as director of facilities, planning and development for the Cabrillo Community College District from 2004 to 2005 and special program and risk manager for Cabrillo College from 2001 to 2004. From 1990 to 2000, he was senior director of management controls, business development and distribution operations and logistics for West Marine. Rowan is a past member of the California Apprenticeship Council. This position does not require Senate confirmation and the compensation is $138,000. Rowan is a Democrat.
 
Adam Shandrow, 33, of Lakewood, has been appointed to the State Rehabilitation Council (SRC). He has served on the council since 2003 and currently serves as chair of the SRC Executive/Planning Committee. Shandrow also currently serves as an area manager for the western region for Manpower Workforce Development, where he has worked since 1996.  He joined Manpower as an information technology recruiter. Shandrow previously was a supervisor for National Woods Products from 1995 to 1996. This position does not require Senate confirmation and there is no salary. Shandrow is registered decline-to-state.
 
Jack Shine, 73, of Encino, has been appointed to the California Housing Finance Agency Board of Directors. Since 1962, he has served as president of the American Beauty Corporation, which builds and develops real estate. He currently serves as chairman of the board of directors for Habitat for Humanity, North Los Angeles and serves on the board of directors for the American Youth Symphony, where he also serves as treasurer. Shine is also a member the Building Industry Association and the Los Angeles Opera League Speakers Bureau. This position requires Senate confirmation and the compensation is $100 per diem. Shine is a Democrat.
 
Gary Teixeira, 46, of Santa Maria, has been appointed to the Santa Maria Fair Park Board of Directors (37th District Agricultural Association). He has served on the board of directors since 2002. Teixeira has owned Teixeira Ranch since 1984. He is a member of the Orcutt-Sisquoc Community Grange and is a past director of the Santa Barbara County Farm Bureau. This position does not require Senate confirmation and there is no salary. Teixeira is a Republican.
 
Etta Waterfield, 51, of Santa Maria, has been appointed to the Santa Maria Fair Park Board of Directors (37th District Agricultural Association). She has served as membership manager and economic development specialist for the Santa Maria Valley Chamber of Commerce since 2004. Previously, Waterfield was property project developer for A.J. Diani Construction from 1999 to 2004 and a public relations coordinator for the California Space Authority from 1998 to 1999.  Prior to that, she was a special projects coordinator for the Baggett Stadium & Bob Janssen Field and the Mott Gym at California Polytechnic State University, San Luis Obispo in 1998 and executive secretary for the Santa Maria Valley Economic Development Association from 1992 to 1997. Waterfield is a member of the Santa Maria Police Council, Committee to Improve North County and the city of Santa Maria Planning Commission. This position does not require Senate confirmation and there is no salary. Waterfield is a Republican.
 
Mark Wilson, 57, of Clarksburg, has been appointed to the Delta Protection Commission. Since 1999, he has served as president of Mark Wilson Marketing. Wilson also has more than 25 years of sales and marketing experience in the livestock vaccine and pharmaceutical industry. He is the chairman of the board for Wilson Farms and serves on the board of directors for the Clarksburg Wine Grape Growers and Vintners Association. Wilson is also a member of the Delta Vision Blue Ribbon Task Force Advisory Group and president of the Amador-El Dorado-Sacramento Cattlemen's Association. This position does not require Senate confirmation and there is no salary. Wilson is a Republican.
 
David Wright, 59, of Santa Maria, has been appointed to the Santa Maria Fair Park Board of Directors (37th District Agricultural Association). He has served on the board of directors since 1997. Wright has worked for Rabobank, formerly known as Bank of Santa Maria and Mid-State Bank and Trust, since 1986 and currently holds the position of vice president and manager. Previously, he was vice president and manager for San Luis Obispo Production Credit from 1979 to 1986 and a finance officer for the U.S. Army from 1972 to 1977. Wright is board chairman and a member of the Santa Maria Valley YMCA. He served in the U.S. Army Reserves from 1977 to 1993. This position does not require Senate confirmation and there is no salary. Wright is a Republican.
